东京警察株式会社，亦称“东京残酷警察”，这是一个在近未来成立的警察私有化组织，他们的权力甚至凌驾于法律之上，以保护人民生命安全之名，对一切罪犯进行残酷拷问和虐杀。不仅罪犯谈虎色变，连普通市民也噤若寒蝉。
公正善良的父亲被杀害，自幼被局长抚养成人的少女留加（椎名英姬 饰）长大后加入东京残酷警察部队，成为一名干练的女警察。彼时一种名为“技师”的变异人种横行世间，他们会从伤口处变出杀人凶器，危害性极大。为了铲除这些怪物，警察部队展开大规模地搜捕和屠杀，甚至普通市民也难以幸免。而留加在追捕幕后黑手的过程中，信念渐渐开始动摇……
导演西村喜广，曾担任《循环自杀》、《人肉机器》等影片的特技导演。
